Ok, figured out the buzzing, but now I want to get my handy dandy cruise control working.
To be more specifric, I own 1988 RX-7 13B basic kind of model. It has the cruise control. What does happen is when I click the "Main" button, it lights up the word "Main" to the left of the switch. Than from there, when I hit set, it doesnt do anything.
Is thier a second fuse for this? Or is it possibly the switch itself?

first, you have to be going above 25mph for it to engage
Another problem (assuming by "basic kind of model" you mean non turbo) could be that the vacuum cruise actuator isn't seeing vacuum. Make sure its' vac line is hooked up & connected to a vac hose nipple on manifold that actually pulls vacuum, or to it's respected spot on the rats nest, according to the factory service manual.

Yes, non turbo, it deff wont engage past 25 mph. I checked the 3 vaccum lines just past the tb. Any others I should check?
BTW, what does 'the rats nest' refer too?

Idle the engine fully warmed up. Undo the single vacuum line to the cruise control motor.
Do you feel vacuum at that line or not?
There is but one fuse and if the light on the switch comes on then that fuse is good.
The switch on the clutch can only disable the cruise if that switch is stuck in the pushed in position. Just pull the elect plug off that switch if one thinks that is the problem and try the cruise once more.
The brake switch on the brake pedal can only disable the cruise if that switch is in the pushed in position. So just pull the elect plug off it and try the cruise again.
Most other methods of finding out what is wrong require a digital meter. Do you have one?
The switch on the clutch for the cruise has two wires. One is black/yellow and the other is yellow/blue.
The switch on the clutch would have two wires one of which is black/yelllow and the other yellow.
Those two swtiches are there to disable the cruise control while driving. So if they are disconnected from the harness you can prove they are not the problem IF the cruise works with them disabled.
I assumed this is a vacuum operated cruise control actuator and not a fully electrical actuator.
Your problem might be as simple as the cable from the cruise actuator motor not being connected to the throttle bell crank. Pull on the cable b/t the two and make sure the throttle linkage moves when doing so.
