Unsieze a rear caliper?

The caliper it's self is fine, but the arm where the e-brake cable attaches to is siezed up, and stuck in the locking position, which is wierd because the brake works fine for stopping. anyways I cant move it forward, anyone know if a way I can unsieze it? I just bought this caliper to replace one that had a leak from that exact same spot.. my luck sucks.

I think I had the same problem. I sprayed PB Blaster on the parking brake mechanism at the caliper then tapped it with a hammer to break it free. Once free I worked it back and forth and them sprayed lube on it. Hope that works-worked for me.
