First of all, 15 is incredibly low, I would say that if this was an accurate reading, it is toast. Coil over wire? Also, if your reading is that low, rings wouldnt be an issue seeing as this isnt a piston motor. You would be looking at apex seals probably being the cuprit. Search compression test, make sure you are doing it right.

hmm, 15psi. That isnt saying much. I would say search, as said above "compression test" is a good start. I would also say, do a lot more reading on this forum. ... Don't worry, though, there are plenty of people here that can help, but you have to do your part and read up. Lots of posts on just about every subject!
Good luck, and don't be discouraged by plight!

Maybe you overlooked something silly.... sayyy completely pulling out the valve on your compression tester so that the air leaks out and barely gives you a reading (ask me how i know). So yes, search, and google the words "rotary engine" or something of the like so you can find out what kind of motor you have in your car and how it works. Knowledge is key

Read the 2nd Gen archive and FAQ. It will answer a ton of questions for you, some of the same you are asking now.
You ask if smelling really bad and smoke is normal? What did it smell like? On any car, piston or rotary, is smoking normal? What do you think?
FAQ
2nd Gen Archive
Sigh.

the compression is between 80 and 95 psi. there is $5 supreme fuel in it and i dont know how to check the ignition. any other i deas or anything. the plugs are getting spark. and there getting fuel because there are wet when i take them out. i tried to deflood it and it did nothing. also on the fuese panel under the hood by the strut tower there is a egi fuse and another one right after it then a blank then its missing a fuse then there two more fuses. could this be my problem. also if it is i think its the main fuse and its 80 amp but i cant find one anywhere. ideas?

Do the advance deflooding procedure (involving ATF in the plug holes to help compression) a few times and see if that helps. There is a procedure listed in the FAQ sticky. You might need new plugs they are super fouled. It might not be a bad idea to check for spark while your at it, just in case.

how long did the car sit before this?
that bad smell could be old fuel, by putting in only 1 gallon you probably just plugged up the pump sock or fuel filter and just mixed fresh gas with some old crappy fuel that has turned into paint thinner. pump some fuel out and smell it, if it doesn't smell much like fuel anymore then drain the tank out completely, flush it out and fill it full with new fuel then you will need to focus on the fuel lines and cleaning them out and replacing the fuel filter.
