You're still trying to built a turbo'd 13B, which is different from a nitrous hogging rotary.
You still haven't answered why you want to spin the motor to 10kRPM?

look, there are a HUGE number of turbo's out there that will suit your needs. The T3 "50" trim is NOT one of those turbos, its just too small for this app.
If you want your question answered, MY answer is GT35r with BB center.
Others will have other answers, but search the dyno/time slip sections and find someone with numbers close to your goal, and PM them about the setup...
This is a much easier route than making yourself look like an *** in front of everyone.........

A PT76 would be a great turbo for what you are trying to run. I have a 67 now but my next one from them will be a 76. If you truely plan on running this around 8-9k you might want to try and score a 1.15 backside for it. You can find these everywhere for about $120 bucks. Plus PT's warrantee can't be beat. If you blow it up they rebuild it no matter what for 1 year. And for you cheap *** 2nd gen owners that should be music to your ears.
