Yep. It's supposed to aid the throttle transition on quick takeoffs. I actually do notice a difference with and without it. Some don't. I highly recommend keeping it. Replace the line if it's brittle. The arrow should point in the direction of vacuum flow. It's a vacuum delay valve that slows the release of vacuum once you stomp the throttle, thus opening the secondary butterflies slower.

strange, i thought it was for the double throttle choke on the secondaries to keep them closed in extreme climates.
but i guess i'm never in extreme climates because they're always open 100% of the time in these western states. the vacuum control is integrated into the thermowax so i guess it has to be near freezing to actually do much of anything.
the secondary has an alternate delay dashpot and spring tensioned mechanism to prevent it from simply following throttle activation.
personally i think they're both redundant and retarded systems that are hardly noticeably beneficial. you could likely just cap off the port that the line came from and never notice a difference, the double throttle defaults to the open position in the absence of vacuum. i call it a remnant of the old feedback carburetor days to aid in emissions, while it probably does very little in that respect, these cars have overly complex emissions systems that didn't have to be.

Sorry it's been a few days I have been working on stuff for the military. The line is hard as a rock and it was thinking about replacing it. Didn't know of the valve needed it too
