there should be 1-2mm of freeplay in the throttle cable per the FSM. There should not be tension in it.

Water thermowax is not working right. Water thermowax holds the throttle plates open just a tash and slowly closes the primary throttle plates as the engine fully warms up. Adjust the water thermowax more or less per the FSM fuel and emissons seciton. Some fudging is allowed when rigging it. The more you turn clockwise, the screw that sits on top of the piston of the water thermowax......the soomer the primary plates will close during warm up. The more you turn this screw anti clockwise......the longer it takes for the primary throttle plates to close.

I'd GUESS you need to turn yours anti clockwise a number of turns. That's IF the water thermowax is getting water to it from the block and IF the piston of that water thermowax will extend if boiling hot water is poured over it's exterior. Say a tea pot of BOILING water poured over the thermowax...............as you do that the piston should be seen to slowly extend from the body of the water thermowax.
