Try this. You have a thermowax and fast idle cam?? Not removed??? If not removed try this. Adjust the fast idle screw. This is NOT the screw that rests on top of the water thermowax's end. IT is NOT that long screw with a spring surrounding it.
The fast idle screw is lower than that one and its head faces mostly to the inboard side of the engine. I can see it better with the intecooler off and looking from the right side of the car. Flahlight helps. Screw that sucker and see how much closer the throttle stop is to the stop screw now.
Again, it's NOT the long screw with spring surrounding it that rests on top of the waterthermowax end.
I'm thinking if you screw that fast idle screw one way or the other it will bring the throttle stop screw closer to the throttle stop. So that now when you screw the throttle stop screw it will touch the throttle and move it more open.
The throttle stop screw is that tiny screw with a 8mm jam nut on it. I'm assuming that is the screw that will not touch right now to move the throttle plates.
Page 4B-63, top picture, shows the fast idle adjusting screw I'm talking about. That's in the series four online FSM.
