timing problem??

the timing wont stay were i put it and its pissing me off.... the car wont stay at the correct idle either. i had it at 700rpm and now the thing wont even move away from 1500. also removed smog pump!!! could that be part of the problem ?? need help to figure out problem. took off the smog actuactor **** too. cleaned it up and blocked it off. also think its another problem..

Sounds like a vac leak, maybe at one of your block-off plates...

have you checked your TPS? What year is it and is it N/A or TII ?
