Question TII swap hesitation.??

I put a jspec motor in my '90 gxl. Idle moves around a bit(between 1500-500) but everything's running fine until I reach 5000 rpm . When the car reaches 5k rpm it hesitates and it won't go past 5500 rpm. It sucks beacause I know I'm missing out on the good stuff. Any suggestions?

I tried holding the revs for a couple of seconds and it wounn't go over.
--By hesitations I mean that when the car reaches 5k rpm it feels like a governor. The car won't accelerate any further and the rpms won't keep climbing.

Carbon lock? How do I know it that's the cause? It doesn't smoke at all....

-By the way, I have an FD fuel pump and injectors are clean
