TB questions relating to FSM

If someone could clear up some confusion it would be very appriciated:

1. Its says the secondary throttle plates should open when the primary is about 1.5mm open. It says to use the cam adjusting screw to change that. Which screw is it talking about? The fast idle screw or the main throttle screw?

2. The FSM says the cam roller should be aligned with the upper mark on the fast idle cam. I screw the fast idle screw the whole way in and only be about 1/2 way there. Is there something else I can adjust to get it there?

3. Can I run without the dashpot on the secondary? Mine tends to bind it since its really stiff.
