tail lights not coming on (not switch or connector)

ok here is the problem, I just checked it and made the connection tighter however I am not getting anything when I test that connection! all the other places if I take out the fuse and test them they are fine except this one. Damn! and only about the most important fuse. Now what??? Thanks.

With the fuse in the fuse box, there are two test leads on the top of the fuse... do they both have voltage? If the fuse is good they will. Is the fuse good (and to pharaphrase an old TV show: dammit jim, stop looking at it to try an figure it out... test it with a [multi-]meter).

I've never even noticed those tabs before. Anyways I think we are making headway because yes both of them on top and on bottom have 12volts.

This is in the drivers kick panel above the fuse box and is a 17 pin plug with 16 wires in it. The white/green is in pin 10 and next to the lock tab for the connector.
Does the white/green have 12 volts on both sides of the plug X-17.

Anyways yes I need to find a screw driver that is long enough and small enough to change the idle while the intercooler is on. Then I will have the joy of moving on to suspension! Yeah! then it will be over
