Symptoms of bad FPR?

What would be some symptoms of a bad FPR?

If it was bad would the car start?

Is it possible for it to be stuck closed?

If it was stuck closed would the car start, but sputter and smell like gas out the exhaust? (thats what mine is doing)

FWIW the stock FPR very rarely fails.
Fuel pumps wear out, fuel filters get clogged, fuel pickup strainers get clogged, fuel injectors get clogged or stuck or fail, but the FPR keeps on truckin'.
