still battling my oil burning issue

This is the 3rd time I rebuilt this engine.. now have replaced my out of spec irons with in great shape low mileage well within spec jspec s5 irons. i was hoping this would solve my problem. but once started this thing never stops burning oil regardless of engine temp or rpm.. it's constant. these better irons had no effect. the only thing left that i can replace are the oil rings. I've already replaced the oil ring inserts. clearanced all side seals to .002 new apex seal springs ect ect.

these o rings have less than 10k miles on them.... if they wear, in what way do they wear? do they wear too short to reach the irons? and why in the world would they be worn down... Iv'e replaced everything but these rings. i cant fathom why these nearly new rings would be the issue. they were not warped and had sharp edges... also why is it that the outer oil ring seats slightly lower than the inner. i noticed this in the Atkins rebuild video even
