Sticky TB?

I've been battling an idle problem for some time now. Sometimes it surges, and sometimes it's just a lumpy idle.
I can get it to around 750-800 rpms but it's really lumpy and if i rev it it starts surging, but once I grab the throttle cable and tug it towards the tb it stops surging. It will continue to have a poor quality idle though.
Because of this it is also difficult to set the TPS.
I don't have a proper guage to set the fast idle. So far just been eye balling it.

I would like to get the surging fixed before I can move forward.

Has anyone ever encountered a sticky tb like this?

Just quick update.

I got it to idle at 750-800 pretty smooth, it's not perfect.. but it's a lot better.
Once I give it a rev though it does continue to surge. Almost like the throttle cable is way too tight, but that isn't the issue.
TPS has been set.

I'm done messing with it for tonight, but are there any places I should check tomorrow on the TB that could cause this?
