All the nuts are inside. Just flip down the carpet for the spare tire and remove the nuts. make sure you use a flexing agent in whatever paint you use or it WILL crack and look like chit quickly. A rubber/flexible primer is a good idea to use first, and make sure you clean the ever living crap out of it with a prep solvent, because most likely people before or even you wiped it down with a Amorall type goop. this will not let anything stick to it and will fish eye primers/paint. Infact, if its had numerous applications of Armorall through out its life, you may never be able to get it clean enough to get a good result out of painting it.

I'd just clean it and gloss it. I always noticed the black would come back on mine. :/

Mother's Back-To-Black. Can be found at Wal-Mart, it restores black trim. Works amazingly. Made my '90 Florida/Texas sun-faded jetta's bumpers look new again. Pick up 2 bottles and do the black moldings on the car while you're at it.
