2-You will not fail emissions or safety due to the RB cat back (as long as you have a cat)
Get a main cat, a couple of flanges, and have Mitch Piper (on the other side of RP performance) custom make it (so that you can remove the pre silencer, and install the main cat as needed)

Wow...so much misinformation. The RB turbo back DOES NOT have a cat. Without a cat, there is no way you will pass an emissions test. The RB exhaust is not street legal in any state and certainly not CA. And I would be VERY careful pouring alcohol into your gas tank...there are certain precautions you need to take, and you still probably won't pass without a cat.
Do you still have the stock exhaust? If so, I would bolt that up. If not, try to track someone down who does and bolt it on just for the test.

The Racingbeat catback has almost nothing to do with emissions.
It is just a MUFFLER. meaning it's job is to muffle. It shoudl also pass visual without question. It looks very stock.
Now since it does have better flow this will increase your stock boost which might lead to worse emissions.
You have other problems I bet.
Now You can run alcohol but you have to be careful.
It makes your car run with almost 0 emissions BUT can hurt your engine if you decide to run it hard with the alcohol in the tank. DO a search for alcohol and emissions and you'll see what to do.
