Apexi makes the S-AFC and HKS one is called AFR they are not both S-AFC's.
Anyway I have the S-AFC and I like it I've heard it's more adjustable then the HKS one plus more people have it and there's a sections just for the s-afc on the forum so you can get help on here if you have problems.
I suggest hooking it up via the boost sensor rather than the throttle position sensor thats how I have mine. If you do there are lots of posts on how to do it.
As for price go on ebay and buy from someone with lots of good feedback. BTW buy the S-AFC II it has a couple new features.

Carefull about E-bay purchases though, some companies (not sure about Apex-i, but I know turbo XS does not) will not warranty items purchased off E-bay in the event of a DOA, or a failure while under warranty. Might want to ask Apex'i about that first.

I would say 200 at the most for an S-AFC especially since theres a new version out.
Oh and get it tuned at a dyno, its the best way.
By the way i love your TII, Its like they took a picture of mine and posted it
