Hey,
First, your car warms up at 3000 rpm when you first start it for 20 seconds, if you touch the gas pedal it will stop and go to 1500 rpm... it will slowly lower the idle speed to 750 rpm when your car is properly warmed up.... smart eh.
And the hesitation problem is what im working on right now. Do a search on the 3800 rpm hesitation. You will find lots of possible fixes, including adding/repairing grounds, checking connections, etc. I've already done the grounds with no improvement, so im checking the connections to the secondary injectors. Here is my thread: https://www.rx7club.com/vforums/show...threadid=17454
Good luck

The 4000 rpm thing. Does that mean that it flat will not go above 4000? Or that you can ease it above 4000 and get up to, say 7000 rpm? Or does that mean you stomp on the pedal and it reaches about 4000 and stumbles so bad it throws you toward the steering wheel?

It could also be that your six-ports are not opening. These are designed to deliver additional air just prior to the secondary fuel injectors coming on line. If they're stuck closed, you're basically flooding the car when the secondary injectors come on.
You can't tell if they're opening while revving in neutral, they require a load, so you'll want to dab some grease on the actuators, take it for a run, and then see if its smeared or not. Unless of course you have access to a dyno, then you can just look. Do you have an air/fuel gauge by any chance? That could also indicate that you're running way too rich.
The other alternative is that the six ports are opening, but the secondary injectors are not; however that would cause an extremely lean condition leading to detonation. Since you haven't blown your motor yet, I doubt that's it.
Good luck!
