rich idle

i failed emissions. just the idle test my hc reading were 1152. and my co were 5.41.

what do i need to do?

Your air pump is out

Check the air pump see if its turning. Not at the pully but at the shaft. Make sure you see the air pump clutch engage. Check the fuse. Its the same fuse as the AC I believe. For that matter check all the fuses. I had the same problem and it was just a blown fuse for the air pimp clutch. I took it to a dealer when mine failed when I first bought the car. It cost me $120.00 to have a cheap .30 cent fuse replaced.

I learned my lesson. Get a manual. I have a new 93 workshop manual for sale.

Opps!! That advise was for a 93FD I saw on your profile you have a TII. Still check your air pump clutch if you have one.
