Bilsteins are real good. not adjustable and will last a long while, but you can't pick those up at any parts store. I heard that mazda used bilsteins in the first place. But, if you're budget limited then I would figure the off the shelf KYB or Monroe shocks will do you just fine.

IMO, if your gonna get shocks, get good ones. Koni/Tokico/KYB (AGX)

you're gonna have to search the net for bilstein dealers. i've never bought any before. if they came on 7's from the factory, it's quite possible that mazda might have some. that's about all i can tell you.

KYB makes some non-adjustables too (gas-a-just line). I've always heard good things about KYB as far as performance and value -- I've never owned any personally but hundreds of others here have. Personally I've got the AGXs on my list when I start spending money on the suspension...

You can get Tokico blues, they're nonadjustable and have worked well in my old NA.

the KYB non-adjustables for the rx7 consist of 2 GR-2's and 2 gas-a-justs. they are pretty cheap and have a lifetime warranty. I bought the AGX's though, they're real nice, and fair priced also. mine were $370 shipped.
(and I put eibach pro-kits on them!)

I have the KYB gas a just an GR-2 combo, just got them put on today, I think they are a good replacement over stock. I had blown suspension with the AAS so its a lovely change, LOL. It kind of feels like my stock 91. I think Im gonna get some springs and see what it does. I paid 250 for the set.
