If you are bybassing the "thermowax" cold start fast idle stuff - yes it will continue fast idle.
If you can do without the fast idle, that whole coolant circuit can be capped off.
The place where it comes out of the rear housing under the UIM is a common failure point.
Nobody seems to know why it goes by the BAC.

well my mechanic tells me the coolant line to the bac is to warm the intake to a certain degree.. in order to get the idle to 750rpm...i think thatz what he said... lol i removed coolant lines to the bac

The coolant to the throttle body serves two purposes:
1. Warms thermowax/cold start cam assembly
2. Keeps BAC from freezing in winter, and overheating in summer.
You have the high idle because you have removed the coolant flow to the cold start assembly. The wax is not melting, thus the cam is pushing the throttle open and giving the 1500 RPM idle. Either put the coolant line back, or do the full throttle body mod.

Anti-ice purposes in the winter! Cold, wet air could cause the bac's diaphram/valve to ice up. I've bought into that idea all the way. I'm also the fellow who thought it was to cool the bac a year or so ago. Oh, well.

I had assumed it was something like that when I did the TB mod & removed the circuit.
Here in Florida freezing is not a worry.
