Are you referring to the belt between the main ES pulley and the alternator? If so, loosen up the two mounting bolts on the alternator to let it rotate down. Work the new belt over the fan blades. Install the belt in the proper groove in the main pulley and the alternator pulley. Use a pry bar (be careful what you pry on) to lever the alternator up and tighten the two bolts. Adjust the belt to the proper tension according to the factory service manual. You may have to loosen the bolts and redo the levering to get the proper tension on the belt.
Hint: Links to a free copy of the factory service manual is in the 2nd gen FAQ.

You will actually have to remove the belts from the Power Steering, A/C and Airpump to get the Alternator belt on. The fan is held on by 4 10mm nuts. Take those off(makes it much easier.) Loosen the pully's for the A/C and Power Steering(you have to untighten the center bold on the pully, not just the tension bolt.) And Loosen up the airpump. Remove said belts and install new Alternator belt.
If I was you, I would replace all the belts if you haven't before. Just last week my Alternator belt ripped to shreds and took the Air Pump belt with it. No water pump and my car was freaking.
