they are too flash the headlights without raising them.
For example in North America:
A single flash when someone is overtaking you tells the driver that they can pull in front of you now.
Or multiple flashes would indicate the same as honking the horn, a warning.
A single or up to 2 flashes when coming up behind someone at a high speed, warns the driver in front to move over.

LOL....Hey Mark, where do you live? In my parts of the country, if you flash someone in front of you to pass, they just speed up so you can't pass them *OR*
if you give them multiple flashes, you'll probably get the finger.
Seriously though, I think only in the US people don't know what it means. In Europe and I know in Japan, when you flash, they calmly move one lane over .
