Proablems i could never solve
ok, down by the right door under the dash theres a ticking sound while the belt light flashes.the engine runs real rich"its a n/a 91 rx7 with auto.also the area where the rpm gages and stuff is behind the steering wheel it dosent stay in like i can pull it out on one side

i have the same problem with the area behind the steering wheel, it's just a matter of finding the parts right for your car and the hardware to hold it in.

my dad is an auto mechanic,has a computer to check the car with too.I can tell when its all sluggish then once it gets alittle air it boosts forward

You can get the seatbelts repaired from free at any mazda dealership under recall. Do you mean your cluster is loose? Probably missing a few screws. Take off the cluster trim and see.
