I live in cali too and the smog tests suck. 20 bucks says your car wont pass smog if you gut the cats that are already on the car. The question you have to ask yourself is when you need to get the car smogged. If its soon then go ahead and get a new cat. If you dont have to get a smog check anytime soon go ahead and gut them and save some money every week/month and get a new one to put on when you have to get it smogged. California is very strict on emissions, so the bottom line is you have to buy a new cat anyway so its up to you if thats gonna be now or later, so go ahead and gut the cats you have if you are sure that they are shot. If you think you can pass smog with the cats you already have then go to a muffler shop and have the guy make you a straight pipe.

technically, you should fail the visual if you're not running with 3 cats.
personally, i just put back the stock cats when it comes time for the smog test and then swap back the straight through pipes after i pass

bite the bullet, pick up some sort of free flowing exhaust system, and when it comes time to smog ur car, put all ur cats back on... the power difference will put a big on ur face.

Haven't we ALL heard this
The 1st cat is there for only one reason. It scrubs the exhaust during start up. It is close to the engine so it heats up fast and begins to catalize. This worked in conjunction with the 3000rpm start up. To heat that cat up fast.
It does nothing after the main cat is warmed up. Unless they test your car emmisions from stone cold car you are ok with just a main cat.
