plugged exhaust?

I am looking to buy this 86 GXL. I had my mechanic buddy check it out for me, but when he drove it he said that there was no power! We got dusted at a stoplight by some corrola or something. When we got back to his shop he told me that the car probably had a stuck or plugged up thermal reactor and or cataletic converter. My question is does the 2nd gen rx7 have a thermal reactor and if so how much for a new one or can I put something else in place (like header)? What should I do? Buy? Is this a big problem?

the 86 has 3 cats. one may blow out and clog another with parts. it is possible that this is the case for you. dont buy a used rotary without first checking the compression tho. it costs alot more to replace an engine than to install a header and mid pipe.
