I would look into air leaks into the intake. They can be in the plenum, gaskets and vacuum hoses. If there is ANY unauthorized air getting in (i.e. anywhere downstream from the AFM) then it will idle wierd (if at all) and can run really crummy.

I fought a squirelly idle on my '87 TII for quite ages. Each vacuum/air leak i fixed made it a bit better. Finally got it to idle at 1100 - best I could do. Then more exploring found a small split in the plenum right where it enters the turbocharger. Fixed that and put a good tight clamp on the hose and then the idle settled down to a rock solid 750rpm. And now it runs quiet fine (especially considering it's at 220K miles).

Idle is just one of the things that can go bad from vacuum leaks. Check ALL the rubber!
