Buying another engine is a bit of a gamble if you aren't planning on rebuilding it anyways. There are many variables about the engine that you as the new buyer can't be 100% sure about (like how good the previous owner took care of it).
Not everybody who gets a "new" motor has to rebuild it. I'm sure some people get lucky. I mean, the engine is already out of the car, and it would be a huge disappointment to drop the engine in, only to find out it's blown or will blow in 1000 miles.

theedn can't you just live with a smoker for now? I mean if you need the car right now i would recommend you to just run some heavy weight engine oil and drive it until you have the time + money to replace the engine. If the car starts and runs pretty good there is even a chance for you to pass smog with a smoker engine.

First, I put "new" in quotes because there are no brand new engines.

It would be foolish not to replace all or most wear items when you have the engine apart. Whether you do it yourself or not...
Besides, you'll at least need a gasket and o-ring set on top of the control o-rings.
If you decide to rebuild, I also suggest not using a pan gasket at all and just using permatex the right stuff sealant.

i have decided to just deal with the smoke until it dies or stops running and when that happens get a turbo which is only 1500 or so concidering the seals are 1200. but my question is im going to be using this car as a daily driver will having a turbo harm the life of it?

To add to that, you can't just put a turbo on an NA rotary. It's not that simple.
If you're talking about swapping a TII engine, what makes you think that used engine is going to be any better than this one? That's not a simple drop in swap either.
Your numbers are way off.
