the fuel lines.Change them at the Engine..between the fuel Filter and the Return..Swap the rubber lines..The S5 JDM tii's have the fuel lines reversed..Try swapping the lines there and see if you get fuel to the primary rail.(check for fuel by Popping a line off after the filter,If fuel is there, then Just make sure the line that it is Going to On the engine Goes to the primary Rail).Cheers, and I hope that is it.

Its like any other car.. if you have no fuel in lines at all it wont create a vac. to suck into the motor. Its like vaccuming out a pool. you need fuel in the lines before you start it or it wont travel to the rail...

Alittle confused i was too it happened to me when the car sat for almost a year with no fuel in the lines had to add fuel into filter and squeeze manually until there was enough fuel in lines to create a vac. sounds dumb but its the simple things that cause the worst problems!! Few years in backyard mechanics and 2 years in tech school...

Uh..... no, the fuel pump is pushing fuel into the lines, theres no vaccum pulling the fuel through, otherwise whats the point of the pump????? And to the op, if you have unplugged the pump from the harness for any reason, check to make sure you have it plugged back in, this has stopped me dead in my tracks for a few hours scratching my head not once but twice, you'd think i woud remember being i felt like a moron the first time.

ground the ECU..Bolt it down and see if things Change...Sucking Fuel Pump..cough,NO!..(the darn thing is Surrounded by Gas IN the Tank!)..Now if the Pump was on the Engine It would be a valid point.Us old guys used to Pressurize the Tank with the air compressor(put a cloth around the hose and Blast air into the tank,to get the Fuel to hit the pump).

you should ask the tech school for a refund

I'm with the guy above.
Jumper the fuel pump check connector. Turn the key to ON. Fuel pump should be heard running.
Hear pump? Pull the fuel line off the engine that is the return line, NOT the pressure line from the fuel filter. Repeat the above with the fuel pump check connector and key ON. Fuel should come out the HARD line on the engine. If not, your engine is plumbed wrong or maybe then it's time to see if fuel will come out the Pressure line from the fuel filter? Yes.
If fuel comes out the pressure line from the flilter, and not from the return line when you did the test above, then your plumbed wrong on the engine or you have the fuel lines backwards where they attach to the engine. JDM are routed assbackwards from USA . Happens alllllll the time on this forum with JDM swaps.
Fuel pump runs when key is ON and the check connector is jumpered.
Fuel pump runs when the key is HELD to START.
Fuel pump runs when the engine is actually running.
Fuel pump does NOT run by putting the key to ON alone.
We're betting the fuel lines are crossed at the engine hard lines. Fix it.
And just to have some fun and pile on Sickwitit.........it seems there's no shade tree in that backyard and it's been a long hot summer.
The ECU has no influence on the fuel pump working or not on a series four na. You can remove the ECU and bury it in the backyard and the fuel pump will still work.
The ECU can be sitting on a piece of foam and work.
The ECU will not work if it's internal grounds are not........grounded. The internal ground for the series four ECU is a ring terminal on top of the engine. It's bolted to the rear rotor housing. Can not be seen unless the upper intake manifold is removed. The ground circuit for the internal circuitry of the ECU, are those two wires on the ring terminal.
If you find the fuel pump is not running, check the ENGINE fuse to see if it's good or not. It powers the fuel pump thru the Circuit Opening Relay. It also powers the MAIN RELAY which in turn powers the ECU.
Most of this is just a repeat of what was written already above. I'm just killing time til MotoGp practice starts and/or F1 Monza practice starts.
Gee. I think I know why they quit building that Washingtom Mutal bank down the street. WAMU has gone **** up. They need to make it into another burger bar (the building). Might just skip the *burger* part of that.

Why is the voltage to the fuel pump pulsating? I don't understand that at all. Do you actually hear the pump? Have you taken the RETURN line off the engine and seen if fuel is coming out the RETURN line on the engine????????? You have to have the fuel pump check connector jumpered and the key to ON for the fuel pump to work if the engine isn't running.
The RETURN line (the hard line on the engine), is the one that does not have the hose from the fuel filter on it. It takes about five minutes to remove the hose from the RETURN line and jumper the check connector and put the key to ON.
