MAKE SURE to check your Boost Sensor vac line very closely. If you face the engine bay from the front on your left (Passanger side) shock tower, there is a little black sensor with an electrical connector and 1 vac line coming off of it. It will say boost/pressure sensor on the top if your label is still there.
CHECK THIS LINE!!! Its what tells the ECU you are in boost and control's the stock boost gauge. If you boost while this line is NOT hooked up you will not be getting the extra fuel you need for the boost! Which will kill your engine.
Next you should check the ECU for error codes. If you have none then it might be bad solder joints on the back of the gauge cluster.

Have you taken the upper intake manafold off recently? I only ask this becuase of the amount of lines that come off, and the plennum gasket that could be ripped and causing unmetered air to flow in...
I had a problem with my idle doing similar things but it was my cruise control cable and the accelerator cable at the Throttle body was not adjusted correctly...
Have to deal with one thing at a time... how about engine codes?

It sounds like you have some accumulated fix up work from the previous owner.
The stock dash boost gauge can be intermittent & inconsistent.
At best it is slow because of an orifice pill in the sensor line that is needed to keep boost spikes from giving fuel cuts.
Many us add a mechanical boost gauge to get accurate readings.
After fixing vac leaks, maybe clean & test the BAC.
It’s the main idle control & it could be sticking.
Then check the throttle & cruise cables for free motion & proper slack.
I have a mirror site with a copy of the factory manuals at the link in my sig below
