my speedo lags even topping out third in my 86 s4 na so i wouldnt doubt that this is your problem.

also, a lightweight flywheel may reduce your top speed and may also reduce acceleration going up hill on certain engines. this is caused because the car is being slowed down between power strokes. normally, a haevy flywheel uses its inertia to keep the car from being slowed down between power strokes and a light weight flywheel will have less inertia. but i dont think u would notice this much on our engines. maybe on a 1 cyclinder bike or sumthing:P:P

A clutch CAN effect speed. And I've never heard of a mechanical speedometer that would lag noticably. If you can only top out 1st gear at 35 vs 45 prior, and your RPM's are the same either the following happened:
You changed Tires/wheels/pressure/etc
Changed the speedo gear/etc
The clutch is slipping
Your tranny or speedo are fuqt

The speedo and tachometer are both somewhat laggy, they are not driven by stepper motors and have damping to prevent them from bouncing all over the place when going over bumps which slows down their response time. Why do you think racing gauges are stepper motor driven and have no damping, they can move the needle blurry fast to keep up with an engine that revs fast or a car that changes speeds quickly, this is one of the major valid reasons for going to aftermarket gauges when building a race car.

His wheels/tires/pressure will not change what his speedo is telling him for a partciular rpm, the ACTUAL speed will change but the transmission is spinning the speedo cable same as before.
