This is all relative to what you are actually wanting to spend. You should give some idea or you are going to get Amemiya, KnightSports, and FEED suggestions. lol

And Performance wise, I would recomend Racing beat, great people and products,
I only have miata stuff from them, and they are great.
Do they even make aftermarket tail lights for the FC? Ive never seen any, not that I want them the s5 ones are so damn sexy.
EDIT: he must really want custome tail lights, as he mentioned them twice.

First off, how much do you have to spend? I'll give you suggestions on what I know about.
Seats - Recaro and Sparco make nice seats, but can be a little pricey
Strut bar - Racing Beat has a whole suspention kit that I think includes these. You can also get them seperately.
Cat - Depends on the exhaust setup. Bonez high-flow cat is generally a good one. Get from rx7.com
Tires - I personally love the Toyo T1-S tires. The T1-Rs are suppposed to be even better. They have very good grip, are exceptional in the rain, and aren't super expensive.
Glow gauges - look around on Ebay
Pedal pads - I have Razo pads. They work great and allow perfect heal-toe shifting (at least for me)
Lowering springs - Eibach makes good springs. You can also get the ground control coil-over kit Just make sure they aren't too low or they can add way too much camber which isn't usually a good thing

For the dual headlights, search "anyone have interest in DUEL headlights" they will be ready soon and look very nice. note the mispelling of DUAL this thread makes its way to the top at least three times a week.
TED Dual headlights are for safety they are so much brighter of course your upgrade of the stock ones is great also.
On the spoiler I have to agree with Ted if you want one of these get an FD or a Honda
The glow gauges are nice and modern and easy to see search Indiglow on ebay or AC S7
Tail lights just get some nice clean S5 lights or search "tail light modifications" or mod or mods
I like the Racing Beat (RB) triangulated strut tower brace with engine torque brace. but if you are SURE you are going turbo then buy the one for the turbo the difference is in the torque brace which you probably dont need in a stock NA anyways.
THANKS for the pedal direction I was looking for these myself.

Autovation also makes pedals.........they are VERY nice CNC'd aluminum with rotors machined into them. They make heel-toeing (or in my case toe-heeling) easy, although its pretty simple with even the stock pedals. They may be a bit pricey now, Im not sure- I got mine with a group buy around x-mas they were about 49.99 then.
As for a turbo timer - if you're ACTUALLY thinking about going turbo, you're going to need many...MANY... other items well before you need that. And IMHO a turbo timer is a useless piece of **** that un-educated rice-enviors put on their stock DSM. It does have a purpose, but any half wit should know to let the car cool for a while if you hammered the bag off of it and then park it.
As for a spoiler, there are many types. Most people are fas of the stock styles but if you must there are some aftermarket ones available. Wangan style is one of my favs.

I can get as-good or better lighting from...
Step 1 - e-spec H4 housings + H4 bulbs
Step 2 - auxiliary lamps
Step 3 - HID's
There is no "need" for "dual headlights", IMNSHO.
