turbo II swap will be the best in the long run, thats about how much you can find a swap for.
then ether save for labor to put it in or do it yourself and save cash.
if you really wana stay NA you can try to find a used supercharger kit
but i would get gears, that will help a little and you would still be able to use it when doing the turbo II swap.

FUEL PUMP. You can use TII, FD, Supra, walbro...w/e your heart desires.
That's pretty much it.
Keep it on stock boost and that's all you need.
Just make sure you use whatever harness/ecu you get with your engine.
The swap should include the map sensor and airflow meter with it as well.

Only simple option is freer-flowing exhaust really, nothing else will make significant difference to the NA, short of a street port. Racing Beat down/cat replacement is good for ~20hp on s5 na, if you don't have emissions testing where you are. Else a bigger down into a custom high-flow cat/mid pipe could help, since the stock cat is restrictive. After that, T2 swap, but doing that for $1500 might be tough - it doesn't budget much for rebuilding, and all the bits with (you'd probably want a new, better-than-stock clutch, while you've got the engine out) so if you can't do work yourself, probably not going to fit your budget $$.

Chris Ott at rotary performance gave me this list...
Exhaust, exhaust...exhaust.
SAFC, he said screw the RTEK, for the cost you could get a used stand alone.
That was about it, and realistically, with an NA you cannot do much more without tearing the motor apart. He even talked me out of a street port and suggested porting the exhaust ports instead as they make a bigger difference when i got my engine rebuilt. I followed his advice and haven't been happier. Much more peppy than stock, but it didn't shift my power curve up into higher RPM as much as a street port would do. He said, and I quote "Remeber, you have 6 intake ports, roughly 3 times more port area than your exhaust ports, port the exhaust ports and save your money on street porting on something else more desirable".
I am going to be popping an SAFC on my vert and having him tune it on the dyno is a few months so I'll be sure to post up the sheet. Dude has been doing it for a while so I trust his judgement.

will make an impact. You can go headers or even no cat if you don't mind having a loud exhaust (no cat if you don't have emissions anyway). A full exhaust system could run almost your entire budget.
I'm sure someone will point this out eventually, but you should make sure that everything on the car works correctly as it stands (6 PI and VDI make a big difference). Newer plugs, etc will also make a difference. You can read the "Beefy N/A thread" in my signature for more ideas.
My suggestion goes like this:
1) spend whatever part of your budget is required to make sure the car is actually running correctly, has good brakes, all the electronics work, etc
2) buy some reasonably lightweight wheels and great summer tires (16x7 wheels and Dunlop star specs will run you around $1k)
3) wash, wax, drive, repeat
if you have any money left...
4) buy a high flow cat or mid-pipe
5) build a cool air intake if you are mechanically inclined
6) get excited, get more $, upgrade the suspension, enjoy the handling

If staying n/a, why not buy some devcon, a chinese tig welder, some tubing, soft seal kit, mikuni's, 12a dizzy and p-port it?
$1500 easy. The trick is to do all the work yourself and learn you dont need to go broke to make power. Daily driving it will probably suck but say hello to heaps of power up top, no extra weight from a turbo/intercooler and a bad *** sounding idle.
A fool and his money will spend close to $1000 if not more on an exhaust alone. You can buy the stainless, v-bands and rent a welder and make you your own custom exhaust and probably come out way ahead with money to do other ****. An exhaust is good for what on a stock na? Like 5-15hp? You wont even feel it! why waste a grand on it?

TII swap is great for longterm but in the meantime is outside of his budget. Working for months on crazy porting also outside of his budget, on account of the fact that his time is worth more than $1 an hour I think.
Most bang for your buck will be a new performance cat (or used cat delete like a downpipe) and some used mufflers. We're up to $500 and you've already gotten most of the potential power, not counting porting. IMO spend the other $1000 on used performance springs, new shocks and used sways. You can get an RTEK for about $300 plus a couple hundred more to get it professionally tuned IIRC. Next you could port it for big $$$ & big gains and do a few minor things beyond that for minor gains but big $$$. But at that point I'd go turbo instead and plan on spending big $$$ on something far more substantial. Plus it wouldn't be too hard to re-use all the existing mods with, except the RTEK.
And I think somebody said screw SAFC and go RTEK not the other way around. In that an RTEK does more than an SAFC for the same price. A standalone OTOH is far more expensive than either.

BUY MOTOR. Save like $300ish up for misc parts to complete the swap.
Rome wasn't built in a day.
The fastest, easiest and most worthwhile way to get power is to swap one of these in.
They are so freakin cheap it's retarded and they say it's night and day feel-wise comming from a six port.....
You, yourself could have the motor in and running in a weekend.
It all depends on how fast you want stuff done and what you want out of your car. that's the thing bro, it's your car.
And look at it this way. If you do manage to blow up a 4 port keg, you can put all this stuff on your 6 port keg while you reubild the 4 port.
I'm telling you, trying to squeeze power from a stock engine with bolt ons is a waste of your time. There are not any worthwhile gains there for the money spent, especially if you're buying off the shelf parts that are name brand like greddy, hks, fujitsubo....etc....
