mystery motor

i recently purchased a s4 TII motor. the previous owner is unaware of its status.
he "bought it from a guy whom bought it from a guy". its supposed to be streetported. but the previous owner swapped it in couldnt get it to start, so he took it back out only to realize that there was no throttle position sensor.
is there anyway to check to make sure this motor is good or bad without a starter?

turn it over by hand and see what it does, or with a socket

turning it by hand had no success. impact wrench had no success neither.
i did however use a flywheel rotation device and got to strong wooshs of air from the front rotor then a horrible woosh. and no strong woosh on the rear.
complete rebuild?
