metal plate between the oil cooler and radiator... what the heck?

Ok, so i took out the plastic pieces in the front of the radiator so i could look at it, and in between the oil cooler and radiator it was packed solid with leaves and bugs.. I hosed them out with water, but then i noticed that there was a rusty steel plate that looked to belong there in between the two. I thought the air was suposed to flow through the oil cooler, then through the radiator there, what gives? If i take it out will the cooling efficiency increase any, and does anyone else have this on their car?

I saw that a few weeks ago too. I guess it's there to stop the hot air that just went through the oil cooler from going into the rad.

and to catch bugs and leaves to clog up the radiator...
