Low throttle cruising hesitation

Low throttle cruising hesitation
Very strange problem.
When at light throttle cruising in 4th and 5th gear (S-AFC reads anywhere from 5-25% throttle when the problem occurs) there is a hesitation, my LM-1 Shows the car goes very lean, up into the 15-16-17AFR (as if I let off the gas completely). As soon as I go up above 25% throttle like I was going to pass someone, the car runs great, very strong AFRs come back down to the 13-12-11 as I go up in RPM.
I've tried adding more fuel to lo-throttle in the s-afc but this is NOT the problem. The problem to me feels like a TPS issue... but it's brand spanking new. I'm going to pull it off the car and test it, but if anyone else has any Ideas let me know. I'm sure this isn't a vac leak however, cause The car Idles fine and boosts fine,

I found the problem.
I put the ohm meter on the TPS to test it and it was reading higher then spec for closed full and narrow range sensors. I took a look at the bracket and noticed it was bent. I bent it back in place, reset the idle set screw and tested with the ohm meter again and it was dead on inspec. Took the car for a test drive and it ran perfectly. Now I just have to re-adjust the s-afc .... again.
