loss of power, high RPM's under 40MPH

I am a complete newbie so please excuse my ignorance. Just wanted to get that out there =). I am having problems with my automatic transmission, I think. Here are the specifics:
1991 RX7 GXL non-turbo, 65K miles
-on occasion, the tranny slips when I first start the car and go in reverse or drive, but will go away after that.
-loss of power under 40mph. The engine will rev unusually high in first and then almost feel like it skips second and shifts to third. The car seems to drive fine above 40mph.
-if I step down on the gas pedal between 20-30mph it feels like the tranny shifts to first and the engine can rev as high as 7k, but lacks power.
I'm not sure if I did this properly, but I think I extracted the error code from the EC-AT following the very vague Mazda service manual. The hold light flashed steady 6 times and then repeated, so I think it is a code 6 which is related to the speedometer. I grounded the 1P (1T, can't remember off the top of my head) connector into the EC-AT and turned the speedometer cable one full turn. The service manual said that the reading should be 7V four times but I only got 4V on my voltmeter. The speedometer seems to work fine, so I have doubts about it being the cause. Is my problem truely the speedometer??

my first point of call with any tranny weirdness is to check the oil, then dump it for new stuff regardless... though I'm no expert. It's just the easiest place to start...
