just want to be safe
ok i am getting my 10ae ready to be finished i have a few things done to it
street port, fmic, fcd, intake, 3.15" turbo back exhaust, pullies, clutch, flywheel, fluidyne radiator, all 5 solid mounts, bov, boost controller, and ps,ac,smog all removed, and electric fan, i think thats most of it what would be a safe but healthy psi to run at?

You havent mentioned a ported wastegate, so I'd imagine that you'd have trouble controlling boost...
Even if you had, the stock turbo pushes like 10psi max I believe before inefficiency kicks in.
You should seriously look at the BNR stage's over at rx7store.net
your not finished spedning money on your car just yet

A boost controller does control the wastegate however it can only make more boost over what you have now it cant lower boost levels. The problem with the wastegate a lot of people have is boost creap meaning. you set the boost controller at 12 psi and from about 5k and up you notice that the boost seems to creep to sometimes even 16 psi but the next run only hits 14. its uncontrolled boost because the wastegate cant seem to let exhast out the tiny stock hole quick enough because the huge high flowing exhaust you have pushed more exhaust out more quickly. SO what you do is port out the hole where the plunger or flapper for the wastegate opens and closes so that more exhaust can pass through this hole. Do a search IF YOUR having this problem. If not I would say you could push 15 psi IF you get a fd fuel pump or walbro and possibly some 720 sec injectors. bec Fuel will limit you (you didnt mention you had upgraded injectors or a fuel pump). So get at least a walbro and have it tuned

IMO to kind of answer your question, it's time for a standalone or piggyback (like the S-AFC) computer, so I think you are on the right track. Don't take this as gospel but I personally wouldn't feel safe with anything more than an exhaust, running an FCD. You have a ported motor, custom turbo, etc.. to me pushing the limits. Others with more experience may disagree but I would say... a piggyback at least.

i just looked into a few more things so before i put her on the road i am going to get
safc, fuel pump, injectors, and ignition w/ wires
then maybe i can safely run 10 or 12psi
