There are no "new" 13b's for anything other than the rx-8. All engines on the market are used rebuilds with some new and some used part content, including mazda motors (called remans for a reason).
IF you were to build a shortblock from all new parts it'd run you around 5-6 grand easily, bone stock.

First isnt there a tester for that hookes up to the radiator and bubbles show if theres a leak in the housings cause the rotors will push the compression into the coolant jackets. I would try that. But for the rebuild all the knowledge you need is on these boards, this forum is amazing. The biggest thing is tools. As for being cheaper i think the used motor would be cheaper but your not sure if it will need a rebuild, whereas if you rebuild it yourself you have a fresh rebuild. and the feel all warm inside because you built your motor!

Honestly I think you need to figure out for sure if your BURNING coolant and not just loosing it. Get a Block Tester/ Coolant Pressure tester something that presurizes the coolant sytem, and you get to watch the gauge, or leaks. You should see if you have coolant sitting in the cumbustion chamber also. Get ready to check everywhere that coolant runs too (turbo, heater core, radiator, resivore, and block.) Your going to be surprised where the leaks will be if the hoses are old, or werent tighten down ect. You may have to bleed the air out of the system too.
If you check all of the above with good results then you dont have a problem. If you loose pressure on the tester and dont find any external leaks then Internal will be something too look at.
