initial set coupler issue

Hey guys
I have been having an issue with my initial set coupler lately and I have come to the conclusion that there is a wiring issue within that circut. After hitting it with a multimeter I found that both pins were showing a good ground.

Obviously only one should be grounded so that leaves me with the question of what the other wire should read. Could anyone give me specs on what I should find in the "o" terminal of connector Ba-25 (the initial set coupler)
thanks

For the S4 wiring, the Orange wire of the Initial Set Coupler on my car reads 5.25 w/key to on (just checked it). Is your ECU S4 or S5? (S5 Initial Set Coupler has but one wire). If you have an S5 ECU then pin 1I would be what the coupler wire would run to and it would measure 12 volts w/key to on.
