Hi,
My car been doing this since I can't remember when....
Its a street port s4t2 with haltech e6k (with haltech tps).

When I start my car I put my foot on the gas pedal (for 30 second) so it revs to 2000rpm (to warm up faster).
Then when I let go, the rpm sorta bouncing between 1000rpm-800rpm (when water temp is still cold). After it warmed up (or driving for atleast 5mins) it idles steady @ 1100-1200rpm.

I don't have emission nor omp (blocked off) and I only have around 6-7 vaccumm line in the engine bay (and I have replace them all).

Lmk what u guys think.

my 2 cents would be on a vaccum leak(there is more places to leak vaccum than a vaccum hose) or the water thermo sensor(behind alternator).
