Unhappy idle at 3500 rpms?

please help, I here in alaska with no mazda pros. I have an 87 rx7 and it idles at 3500 rpms . I can drive around not even stepping on the gas, and if I do the rmps stay up until I turn the car off. the idle control is turned all the way down.
