The ignitors will not spark if the ground is not sufficient so you might want to take care of that by sanding down the fender where the bracket mates up to. Also clean the electrical connectors/plugs to the coils. Also, clean the plug connector to the CAS in addition to the continuity test of the respective wires.
I've not yet tried the other spark test as you suggested, nor have I tested the electrical connections to the ECU. satch, can you give me more detail on testing the ecu? Where on the ecu exactly should I test for continuity, and what pin to the cas does it correspond to?

I did take the CAS out and inspect it. I had to take it out because one of the screws on top stripped, otherwise I would have left it in. Anyways, the CAS itself looked like it was in great shape. The inside of it is the only clean thing on the car. All the teeth "stuck" a little bit when passing the point, which I assume is what it's supposed to do. I;m not sure what else I could test on it.

Now I'm off research setting the timing, hehe!

With the CAS removed but still plugged in and w/key to start you can spin the bottom wheel and the spark plugs and injectors will fire. So given this you could have the spark plug removed and placed on top of the strut tower touching metal and spin the CAS wheel and observe for spark or pull the plug wire from the coil bore as suggested and do the same as above. Sometimes it's best to observe the spark at the bore because it takes out the plug wires from being problematic and you can do the test involving both methods.

The CAS plug has 4 wires which are Green, Blue, Red and White. At the ECU the largest plug which is on the left houses these four wires. Pin 1N=Green, pin 1P=Blue, pin 1T=Red and pin 1Q=White. Disconnect the plug at both the CAS and the largest plug of the ECU and do the continuity test on each matching color (Green to Green, Blue to Blue and so on......).

How to set timing. Read post #99 and on. https://www.rx7club.com/2nd-generation-specific-1986-1992-17/86-tii-swap-wont-start-but-really-wants-887302/page4/
