Question I need help with a Vacuum Problem

91 RX-7 automatic, does not have turbo. When I am driving , the car shifts very late (around 5000 rpm's). This happens in all gears. If I let off the gas in any gear, the car will shift.

I think this is a vacuum problem, but I am not sure what hoses to look to for possible culprits.
