16-20 PSI is a big range. At 16 PSI on pump fuel you should be fine. Around 20 PSI is where you get into issues and many people turn to AI. My opinion is that if you're looking at running the turbo at 20 PSI, go to a larger turbo. The 35R should be putting out 400HP well before 20 PSI.
As stated in the reply to the first thing you said, I was thinking about it and I agree with you on this one. I'm only going to have it set to 12 PSI for DD and it's looking like around 16-18 PSI at the track for what I want for my power goals. Also, won't running AI at the track yield me even higher hp when in full boost because of the lower temperatures?

You tryin to be J-Rat jr haha....get a descent size turbo like a .84 like stated before, tune it to 15psi and have fun!!! Basically what people are telling you is that you gotta choose one or the other DD or track??? My choice would be mid size turbo on a half bridge with a tune on a Haltech....beat all the muscle cars in town and call it a day on not an insane amount of DD boost like 20

BTW you might wanna go with a proven engine builder like BDC Motorsports...Brain does some of the most beautiful port work around hands down and his prices are very reasonable
