lower compression doesn't always mean more fuel and air as with higher boost doesn't mean more fuel and air. the v/e of the motor will affect both as does turbo selection. For example a 5.7 hemi compared to a 13b is generally considered to be a more efficient motor and will respond to boost with better results that a motor with poor v/e. There are too many factors involved to give a good average estimate on what 1 pound of boost will yield in a given application. To answer your question in a stock s4 with no flow mods done you can expect about 8-10 flywheel hp per pound of boost. Subtract about 35-40% of that and that will be close to what you get to the ground.
