how much oil needed to build compression?

My car flooded real bad about a week ago and I haven't been able to start it since. I have tried EVERY method for unflooding and it still won't start. So I was thinking maybe I am not adding enough oil to build up compression. How much do you think I should use per rotor housing?

here is what you do. Put a table spoon of two strok into each chamger. Add about 8oz of pre-mix to your tank. after unflooding but before trying to start it.
