There are two methods I have used to remove the anti-theft (tamperproof) bolts holding ignition cylinders in place:
1. Use a dremel with a cutoff wheel to notch the bolt heads with a slot so you can use a slotted screwdriver to loosen the bolts or
2. Use a hammer and drift pin (punch) to make an indention on the perimeter of the bolt head and then drive at an angle so as to rotate the bolt head (much like pushing on a merry-go-round)
good luck to you

Shaved screw heads
^What he said^.
Actually, any reputable lock smith can deal with that. Been there, done that several times.
What I'd do is pull any 2nd gen set up (maybe pull the whole steering shaft if it’s cheap enough from a Pic a Part like yard) from a wrecking yard, take it to the lock smith with your car and let him marry the two. Be sure and have him match the key tumbler to your stock key. That way you can still get a replacement key from the dealer with just your VIN as reference.
