You just need a BOV with a diffusor/soundmaker in the BOV's exhaust. You can get a PSSSH! if you just vent the stock BOV to atmosphere.
To get the whistling of the compressor/turbine spinning you need intake and/or downpipe.

well you need to get the details. You don't WANT the whistle as much as you NEED to relieve the pressure.
When the TB closes it sends pressure back to the turbo which makes the turbine spin the opposite way (potential damage). The BOV relieves that pressure and as an added bonus it makes noise. So you might WANT the noise but what you truly want it to protect your turbo.

uhm get rid of that massive "cold" air box and stick a filter on
it'll open it up a bit and you can hear quiet the difference

The stock BOV works just fine. It is open at low loads to minimize the spool time for the turbo. That is why venting it to atmosphere is a bad idea.

unless it says alltrac on the back it's not a turbo anything.

if you are talking about an itermediate *woosh* or *phsew* sound, then that is the BOV. however, it sounds to me like you are talking about the "constant" whistle heard from the turbo spooling. it may surprise you that this sound eminates from the compressor housing enducer (not the turbine side). its casued by air around the compressor wheel blades creating high frequency pressure waves as they roll off the edges of the blades. this sound is naturally always going to be there, most intake systems are desgned to minimize this sound to various extents. the noise reduction is purely a driver comfort issue, and the reduction of noise does not help performance. it also doesn't really hurt performance either, it just kills some of the noise. some turbochargers even have built in noise supression rings on the compressor enducer to kill the sound further. usually the only turbos that have these rings have anti-surge machining at the compressor enducer, so this is mainly on newer or more expensive turbos. if you really want to make your turbo as loud as possible:
ensure that there is no silencer ring on the compressor enducer (probably not there if the turbo is older)
convert your intake to the hardest, thinest material possible (metal pipe).
do not use an air box, just run an open air filter.
that should make the turbo about as loud as it can get.
