there is no stock way to do it. the easiest is with an apexi S-afc for around $300.
if you car is stock or near there is no reason why it should be. give it a full tune up, including the fuel filter which could be your problem.
edit: however if you are running lean. I doubt it would fix your problem. you can't tell it to add more fuel if there is no more to give.
what year model is your car????

I got my 87 to pass emissions by leaning it out, there is a screw hole filled with goo on the passenger side inner fender. Just a circle with some black silicone or similar in it. Cleaned the crap out of it, leaned it out until it barely ran and got it to pass. I think that screw leaned it out, a friend told me to do that and it worked. If it wasnt leaning out I don't know what it did
I am guessing it was just some kind of idle mixture adjustment.

Depends where you are running lean. If you are lean throughout the entire RPM range, use an aftermarket FPR to bump fuel pressure, or vice-versa.
However, most often, and engine runs rich at low rpms and lean on the top end.
Here is where you need a computer.
But an N/A without a BP will never run too lean.

you could also open the AFM and turn the gear inside
-clockwise for lean
-counter clockwise for rich
be careful though as this will make the change over the entire RPM range as opposed to an AFC which lets you set RPM points. Also, you don't know exactly how much you are changing with each click so if you do this do it on a Dyno or little by little with an EGT gauge. it works, they got a few more ponies out of their SPEC miata by leaning the AFM on the dyno in the new issue...
